Uneven Promotion and Growth Opportunity in Coal India Limited between Executives and Non Executives

It is been observed that in Coal India Limited and Its subsidiary there are two category of employees working Executives and Non Executives respectively. It is been observed that there is a uniform policy maintained for the promotion and growth of all the executive employees in Coal India Ltd and its all Subsidiary's. There is a threshold given that after completion of certain duration in particular Grade and Designation Executive Employee will be getting promoted to next higher designation based on their work and performance. Same goes for the Non-Executive employee who are working in the projects and mine of CIL subsidiary as there is enhancement in the grade of personal working as Non-Executive Employee in any of the project of CIL subsidiary where production work is being carried out.

Now coming to Non Executive Employee who are working in offices especially Head Quarter of CIL subsidiary aren't getting any kind of benefit even after continuously working for more than 4 to 5 years. Even there are many decently educated Non-Executed employee, that are lacking from the benefit that ultimately create kind of dissatisfaction in their working and in turn reduces the efficacy and productivity. There are certain internal examination also been conducted by the Coal India Ltd, subsidiaries which is open for all the Non-Executive Employees for promotion but that also has been conducted after a huge gap of 2 to 3 years or even more than 4 or 5 years.

In this context I would like to seek information on this kind of uneven promotion policy adopted by CIL and its subsidiary and lack of regular opportunities given to prove worthiness for being promoted to next higher grade or from Non Executive to Executive Category based on the skillset and the qualification of non executive employee working especially in the Head Office of particular subsidiary. I also would like to seek information on the huge time gaps between internal examination conducted for designation upgrade within Non-Executive Employees and lack of examination for upgrading Non-Executive to Executive other than welfare promotion exams, as Coal India Limited prefers to hire Management Trainees and investing on the training and development of personals who are new to the organization instead of conducting few internal examination for promotion of its own Non-Executive Employees and nurture and groom its capable asset. Information is required as per the labor act.
